The gamble for Supercell would be, if they discourage players from spending tons of money on gems to go straight to TH9 will these players ever buy gems? Clash of Clans Gem   Perhaps they will enjoy the game and gem for a few extra builders as most players seem to do? Perhaps they will get bored with game and quit without every spending any money thinking it will "take forever" to see end game content?  coc gem  Perhaps they will someday become, the "whale" player that re-gems his army instantly to fight players above 3000 trophy count and spends hundreds of dollars on the game each month? buy coc gems   My guess is that they money they get from players prematurely hitting TH9 is the largest percentage of income they have aside from the top 200 players who gem everything and they don't want to cut into their own revenue. As they are a business,  cheap coc gem  that is completely understandable.
